SENIOR VICE PRESIDENTS Christina
Falcone, CPA, Senior Vice President Qualifications:
Christina joined the firm in the mid 1990s to supplement
our PHA and Section 8 financial consulting capability. Prior to joining
Casterline Associates, she was the Chief Financial Officer for a construction
firm. Christina is responsible for some of the firm’s most important
accounting clients, and provides ongoing accounting services and technical
support to large PHAs. She is currently the outsourced senior accounting
manager for the Long Beach Housing Authority, through Casterline Associates,
and has held this position for the last three years. Her most recent assignments
have been geared towards general ledger financial analysis and reporting
to the Real Estate Assessment Center in accordance with Generally Accepted
Accounting Principles. Christina has extensive knowledge of the Section
8 financial reporting requirements and maintains long-term relationships
with several clients. She has developed a Comprehensive Grant Program
tracking and reconciliation system for a large PHA. She has developed
Modernization contract control systems and was published in a major housing
journal regarding enhancing financial management of the Modernization
program. She was intimately involved in the development of a Cost Allocation
Plan for one of the five largest PHAs in the United States. She also has
been deeply involved in the Performance Funding System consulting department
and has assisted in the recovery of PFS dollars for several PHAs. In fact,
she was instrumental in the recovery of over $2 million for a western
Pennsylvania housing authority. In addition, she has published many articles
including such areas as Activity Based Costing and budgeting tools. Christina
is a Certified Public Accountant and an honors (cum laude) graduate of
West Chester University with a Bachelor of Science in Accounting.
Michael Petro,
Senior Vice President Qualifications: Michael has specialized in Public Housing and Section 8 accounting since 1991. He started in the PHA industry as Director of Accounting Operations for a Connecticut PHA. In 1993, he joined Jason Casterline at another firm, where he specialized in PHA financial consulting. In 1995, he helped to found Casterline Associates, where he remained until joining a large and troubled New Jersey PHA as temporary Finance Director for six months. Michael has now rejoined Casterline Associates effective August 1, 1999. Michael has worked with more than 50 PHAs from 200 to 40,000 units, including severely distressed authorities as well as high performers. He has personally trained over 1000 PHA and HUD personnel in the course of delivering 20 workshops in 14 states. Michael has served as transitional controller for several large and small PHAs, and has expertise in implementing and maintaining several PHA software systems including Creative Computer Solutions, Memory Lane and Tenmast. He has turned around the Finance Department for numerous PHAs. Michael has a B.S. in accounting from Central Connecticut State University. Qualifications:
Richard joined Casterline Associates as a founding member in 1995. He
has over seven years of experience advising PHAs and is widely regarded
as one of the most knowledgeable Operating Fund consultants in the United
States. Recently, he represented a large PHA client on the Negotiated
Rulemaking Committee on the Operating Fund. Richard was the only consultant
on this committee and played an active role in designing the new funding
regulations. Over the course of his career, he has helped our PHA clients
increase their operating subsidy eligibility by more than $30 million.
He is an active member of our training team and has made numerous presentations,
to HUD, RMC, PHA, and private management personnel, on the topics of budgeting,
cost allocation and operating subsidy. Recently, he was invited to serve
as a panelist at the American Bar Association’s forum on mixed finance
development. Richard has also provided technical assistance in negotiating
private / resident management agreements, implementing energy performance
contracts, developing financial workout plans, comprehensive budgeting
models, cost allocation plans and comprehensive assessments of PHA financial
operations. He has worked with PHAs with as few as 200 units and as many
as 60,000 units. Richard is a graduate of LaSalle University with a degree
in Accounting.
SENIOR
ASSOCIATES Qualifications: Terry has 21 years of hands on experience with Financial Reporting, General Ledger, Payroll, Accounts Payable, Accounts Receivable, Fixed Assets, Grants, and Taxation. She is a former CFO for a very large Authority in Texas. In her capacity as CFO, she worked extensively on accounting, budgeting and planning issues related to the Public Housing, Housing Choice Voucher, HOPE VI, and Capital Fund programs. In addition, she worked with tax credits (mixed finance/mixed income development) and a variety of other federal and non-federal assisted housing programs. During her tenure as CFO, an accounting software conversion was successfully completed. Terry is a recent addition to the firm. The clients she has assisted include:
Qualifications: Laura was the Finance Director of a well-run Central Pennsylvania housing authority before joining Casterline Associates. Prior to working for the Housing Authority she served in the Finance Department of a private sector firm. She has an extensive background in accounting and financial management. Since joining Casterline Associates Laura has assisted our PHA clients in the areas of Accounting, turn-around of financial operations, independent assessments, Housing Choice Voucher program financial analysis, and PHAS Financial Condition confirmatory reviews. John Conway, CPA,
Senior Consultant Qualifications: John is an experienced accounting and systems professional who has spent over twelve (12) years in the Public Housing field. In 1988, John joined Cuyahoga Metropolitan Housing Authority, (CMHA), in Cleveland Ohio as an audit manager. Prior to that, John has spent 3 years with the State Auditor’s Office of Ohio and 4 years with the Big 5 CPA firm, Ernst and Young where he was a Manager in the Computer Auditing division. John has a Bachelor’s degree in Business Administration and a Master’s degree in Accounting and Financial Information Systems. John was with CMHA for 7 years during which time he held multiple management positions in Audit, Finance and Management Information Systems. During his early tenure at CMHA, John managed the Finance Department for two years during which time the PHA obtained ‘clean’ audit opinions for the first time in over 10 years. John then spent several years managing the Agency-Wide implementation of the Creative Computer Systems, (CCS), software at CMHA. In 1996, John started his consulting career and went on to assist the Finance Department at the Chicago Housing Authority with their implementation of the next generation of Creative Computer System software. John worked ½ time in Chicago for nearly 3 years and concurrently worked as a contract software trainer for Creative Computer Systems for 2 years and managed an 18-month financial reconstruction project at the New Orleans Housing Authority. Since the fall of 1999, John has been an employee of Casterline Associates where his accounting, financial management, project leadership and computer systems skills are highly valued. Connie Hill, CPA, Senior Associate Qualifications: Connie recently completed the turn-around of a large financially troubled PHA, where she served as the Chief Financial Officer. This Authority was one of the ten largest PHAs and has recently been cited by the HUD-PIH Assistant Secretary as one of the successful turnarounds of a long-standing troubled Public Housing Agency. Connie has extensive experience in accounting and financial management, and previously worked for one of the “big four” accounting firms. She is a Certified Public Accountant. Dwayne Tucker,
CPA, Senior Associate Qualifications: Dwayne’s has provided Accounting Services, Audit Services and Consulting Services to a variety of PHAs. He has worked with PHAs of all sizes. Most recently, Dwayne has been engaged in fiscal year end closings for PHAs that have lost their Finance Director. He has also been involved with outsourcing projects and as served as the Assistant Finance Director on an outsource basis for a large New Jersey PHA. Dwayne has approximately 10 years of accounting experience. Prior to joining Casterline Associates he was a financial analyst with a large lending institution. Casterline, Administrative Assistant Before joining Casterline Associates,
Jeannette worked in the Planning Department at a large California PHA.
She takes care of all of Casterline Associates’ internal financial
